From his premises at the ‘Bible, Crown and Constitution’ on Cornhill, James Asperne published ‘loyal papers’—patriotic hand-bills, addresses to the public, songs, and the like—urging defiance of Napoleon. In this example, no less a personage than Britannia herself issues a proclamation to the male population of the kingdom. By calling for ‘an armed host of British freemen’ to prepare to oppose a French invasion, the proclamation lent support to government measures to expand the volunteer corps and create an Army of Reserve for home defence.
